বাংলাদেশের নির্বাচন আयोग (Election Commission of Bangladesh, ECB) ১৯৭২ সালে সংবিধান द्वारा স্থাপিত一个独立的宪法机构,負責組織和監督全國及地方選舉。從獨立 직후の混乱期から現在のデジタル時代まで、ECBは選挙の公正性と透明性を確保するために継続的に改革を重ねてきました。

Initially, the commission relied on manual ballot counting and paper‑based voter lists. The 1991 parliamentary election marked the first major test of its neutrality after the fall of authoritarian rule, and although controversies arose, the ECB managed to oversee a relatively peaceful transition of power. The 2008 election introduced voter ID cards with photographs, a step aimed at curbing impersonation and multiple voting.

২০১৪ ও ২০১৮ সালের নির্বাচনগুলোতে, ECBは電子投票機 (EVM)のパイロットプロジェクトを実施しました。虽然这些试点仅限于少数选区,但它们为全国范围内的电子投票奠定了技术基础。2022年,選舉委員會はバイオメトリック投票者確認システムを全国導入し、指紋と顔認識を組み合わせて有権者の身元をリアルタイムで確認する仕組みを採用しました。この改革は、偽装投票のリスクを大幅に低減し、国際観察団から肯定的な評価を受けました。

Nevertheless, challenges persist. Opposition parties and civil society groups have periodically raised concerns about the timing of election announcements, the independence of ECB members, and the use of state resources during campaigns. In response, the ECB adopted a code of conduct for political parties in 2023, which includes strict limits on government advertising during the election period and mandatory disclosure of campaign finances.

Global movements toward digital democracy have also influenced the ECB’s agenda. The commission participated in the International IDEA‑sponsored Global Electoral Organization Network (GEON) workshops, sharing best practices on cybersecurity for voter registration databases. Additionally, the ECB collaborated with the United Nations Development Programme (UNDP) on a voter education campaign targeting youth and first‑time voters, utilizing social media platforms and interactive mobile apps.

Looking ahead, the ECB has outlined a Strategic Plan 2025‑2030 that emphasizes three pillars:

  • Technological modernization: Full rollout of EVMs for all parliamentary constituencies by 2027, coupled with blockchain‑based audit trails for vote counting.
  • Institutional independence: Constitutional amendments to secure fixed tenures for ECB commissioners and transparent appointment procedures involving a bipartisan parliamentary committee.
  • Civic engagement: Nationwide voter literacy programs, including school‑based curricula and community radio broadcasts in indigenous languages.

These initiatives reflect a broader trend in South Asia, where election bodies are striving to balance traditional paper‑based safeguards with cutting‑edge digital tools to enhance legitimacy. As Bangladesh prepares for the next general election slated for late 2026, the Election Commission’s ability to maintain neutrality, adapt to technological change, and earn public trust will be pivotal for the country’s democratic trajectory.
